ʔaq̓am OSR Policy Development Sessions

The OSR policy development sessions provide an opportunity for ʔaq̓amnik̓ to discuss and give input on the upcoming OSR policy. The OSR policy is meant to be rooted in community voice. Your opinion is critical in shaping the future of ʔaq̓am OSR use.

All registered Band members 15 and over are invited to attend one OSR policy session.
Each participant will receive a half-day stipend for their attendance.

 

Process: At least two OSR Committee members will lead discussions, with the exact same questions being asked in each session.

  • Sessions can last anywhere between 2.5–4 hours depending on the amount of participants. Please note the times in MST on the registration below.
  • The sessions are recorded (via audio and sometimes video) to ensure all answers are exactly as they are stated. The recordings are turned into written transcripts (anonymous) and then deleted. The OSR Engagement Coordinator is present at in-person sessions to take verbatim notes.
  • Virtual sessions are for those living afar. If you live in the area and can make it to an in-person session, we ask that you do so.

What is OSR?

ʔaq̓am OSR are all revenues the Band makes or receives that are not tied to programs or operational funding. OSR originates from various sources, with some directly tied to Title and Rights.

Why do we need a policy?

The ʔaq̓am OSR policy is intended to be the voice of the people and a document that outlines how OSR should support community, guided by ka kniⱡwi·tiyaⱡa. ʔaq̓am OSR has the potential to support ʔaq̓amnik̓ for generations to come. That’s why our decisions as a community now will have impacts in the present and into the future.

The amounts of OSR can increase, decrease, or even disappear over time, but there are many ways it can provide short and long-term benefits if we plan ahead.

Why not go directly to a vote?

Making sure our future OSR policy is equitable and transparent is important. The OSR Committee is committed to providing opportunities for everybody to be heard.

Multiple engagements might feel like a lot when other communities have gone straight to vote, but an in-depth process will support a policy that reflects the in-depth voice of our community.

There are many ways that OSR can be used. A balanced policy will ensure OSR is used in ways that benefit the community as a whole and our members individually, now and for the long-term.

What happens next?

A survey was completed in Fall of 2025. Sessions began February 2026. After the sessions are complete, the committee will compile a “what we heard” report and an OSR policy will be drafted. The draft policy will be circulated to community for feedback  before going to a referendum.
